Because the bank has locked the account. This is usually because the end-user has entered their credentials incorrectly too many times or they have attempted to access their account from different locations.

- The end-user will be prompted to try again later typically after a lockout time has expired. This lockout may differ between providers.
- Check the end-user is not logged into online banking with multiple devices.
