[Halifax] Why am I seeing access_denied errors for many users?

Halifax currently has network limitations that cause access_denied errors during peak times. A fix will be released by the bank on the week of 4th November 2019.

1. Try sending your request again after a couple of hours;
2. Spread out your requests for Halifax connections to work around the limitation.
